January 10 (SeeNews) - The European Bank for Reconstruction and Development (EBRD) said it is seeking a consultant to prepare a feasibility study for a regional solid waste management project in Montenegro’s Bijelo Polje.
“The assignment is expected to start in first quarter of 2019 and has an estimated overall duration of 16 weeks,” the EBRD said in a procurement notice published on Wednesday.
The estimated cost of the assignment is up to 150,000 euro ($172,328), exclusive of VAT. The deadline for submitting bids is January 30.
“It is anticipated that the contract will be financed by the EBRD Shareholder Special Fund (SSF). Selection and contracting are subject to the availability of funding,” EBRD said.
The EBRD said it has been approached by the municipality of Bijelo Polje, with the support of the country’s ministry of Sustainable Development and Tourism, with a request to assess the possibility of financing building of the landfill and modernization of the solid waste management system.
The consultant will have to prepare information required as a pre-feasibility study in order to determine whether to proceed with the project, a comprehensive feasibility study to determine a priority investment programme and evaluate its benefits, and to prepare a detailed financial model for the project as part of technical and financial due diligence.
“The main objective of the project is to improve the service, efficiency and the environmental and social compliance of the municipal solid waste management system in the northern municipalities of Montenegro and in parallel to reduce the environmental impacts on human health and environment.”
