Foreword
In the process of accession to European Union (EU) and of harmonization with its standards and practices, Serbian statistics has and wishes to harmonize with the European Statistical System (ESS). Nevertheless, the transition period, i.e. the time needed to fully reach a market economy system, implies fast and significant changes in economical, legislative and political systems that, at their turn, require adoption of new statistical standards and methods in order to cover and follow-up changes occurring in the new configuration and allow for international comparisons.
Therefore, abandoning existing structural business surveys based on the so-called material production system for surveys which investigate market economy movements, was considered a priority issue. Accordingly, the Republican Statistical Office of Serbia (RSOS), in the frame of an EU-funded project of assistance, managed by the European Agency for Reconstruction and implemented by a consortium of three national statistical institutes led by the Italian institute ISTAT in partnership with Hungarian and Swedish national statistical offices, undertook in early 2005 an important process aimed at developing Serbian structural business statistics in line with European Union standards. Indeed, although the main goal of this project was to improve the system of national accounts and of its main macro-economic indicator, the GDP, it also focused on the development and improvement of price indices and of structural business statistics as main inputs for national accounts and GDP compilations.
A significant component of the project was related to the implementation of a new structural business statistics (SBS) survey compliant with EU rules, for which small enterprises were chosen as a basic target. The project was carried out with the assistance of professionals from ISTAT’s SBS unit that, through various missions in Belgrade, visits of Serbian statisticians to Rome and constant electronic exchanges covered all phases of the survey.
This is the frame in which, during the whole year 2006, RSOS carried-out a structural business survey on entrepreneurs referring to the year 2005 fully compatible with European standards and thus reliable for international comparisons. This publication presents the methodology and main results from this activity. I am particularly proud to offer to all our users involved in macro-economic analysis those first results of a henceforth essential dimension of our economic trends. Let me take this opportunity to express my highest thanks to the European Union, the European Agency for Reconstruction in Belgrade and to Eurostat for their combined efforts to support this project by important and valuable financial, administrative and technical inputs.
Finally, together with my staff, I would like to thank the experts from ISTAT for the great and fruitful efforts they have put to transfer the knowledge in this complex SBS survey methodology to RSOS statisticians and to provide us with ICT tools for conducting this survey. I also wish to express our greatest gratefulness to Ms Isabelle de Pourbaix, the Team leader of this project, and to her team for the highly professional and committed support she gave to our institution in the frame of this project.
