The grant is being provided by Japan through its government's Policy and Human Resources Development Fund (PHRD), established in 1990 as a partnership between the Japanese government and the World Bank, Albania’s Finance Ministry said in a statement issued after the signing of the document.
The ECSEE project aims to safeguard the existing large hydroelectric power generation plants in Albania, which generate some 95% of the electricity it produces. It also aims to promote more efficient use of hydro resources for electricity generation, the statement added.
